The Court has converted to Version 3.1 of CM/ECF.
Why the conversion: The Bankruptcy
Abuse Prevention and Consumer Protection Act(BAPCPA) of 2005 was signed into
law on April 20, 2005. Most of the provisions of the Act were
effective six months later on October 17, 2005. The compiling of
additional data in consumer cases became effective 18 months after
enactment. Therefore, the requirement for increased statistical
reporting becomes effective October 17, 2006.
CM/ECF Version 3.1 is designed primarily to collect
and transmit additional data about bankruptcy filings and adversary
proceedings to the Administrative Office's Statistics Division. Besides the
data required from the BAPCPA, CM/ECF Version 3.1 contains statistical
elements from requirements of the Judicial Conference's Committee on the
Administration of the Bankruptcy System.
IMPORTANT INFORMATION
 | Attorneys who use petition preparation software
must coordinate with their provider to obtain the
latest version to maintain compatibility with the CM/ECF system.
This version contains significant changes in the case opening process
that will not permit the filing of a bankruptcy petition utilizing
software that is not compatible with 3.1. Attorneys must have this in
place no later than October 17th, but cannot update the software earlier
than Noon on October 16th, as case upload will fail.

Netscape 7.2 and Internet Explorer 6 are the preferred
browsers (Pay.gov, the agency that processes credit card payments
for the Judiciary, requires the use of Internet Explorer).

Application to Pay Filing Fee in Installments must be
filed as a separate event under the Motions/Applications category and
cannot be attached to the petition.

To file a combined motion, hold the control key down
and select the appropriate motions. As an example, due to statistical
requirements, it is now necessary to hold down the control key and
select BOTH Abandon and Relief from Stay-Chapter 7 in order to
file a combined motion for stay and abandonment. The former combined
events (for both motions and agreed motions) are no longer available.

Due to the new statistical report requirements, it is
very important to use the correct event when filing a pleading.
For example, in the past, we have made an effort to accept pleadings
filed under the Motion for Miscellaneous Relief event even when a more
specific event was available, but will be limited in our ability to do
so in the future. An updated dictionary listing is located in the Reference Section.
